[Halld-tagger] PS/TAG monitoring histograms

The main point of showing these histograms was to highlight that good progress has been made on the availability of monitoring histograms for the PS, and coincidences with the taggers. Last Friday I checked in some basic factories to the offline libraries for reconstructing PS coincidences. These are being used in the PSPair online monitoring plugins, and at the moment just require a loose time coincidence (less than 10 ns) between a left arm hit and right arm hit (for multiple combinations, the hit combination that is closest in time is taken). These factories will need to be refined as the system is better calibrated and updated to include the geometrical constraints between the fine PS columns and PSC modules. There are individual monitoring plugins for the PS and PSC; these include histograms for DigiHit-level and Hit-level (calibrated) information. A third plugin, the PSPair plugin histograms the information relevant to the PS/PSC and PS/TAGX coincidences. These histograms are still a work in progress; for example, for the TAGM timing offsets, there are histograms of the time differences versus TAGM column with the row integrated over (these need to be separated by row). I also will need to change the energy binning so that each bin corresponds to an individual detector element (right now these bins are 100 MeV wide). There is a text file in this directory that has the conditions for these calibration runs. To reproduce the ROOT output file shown during the meeting use the following command (after updating software)
