[Halld-tagger] update to ccdb for microscope energy

Attention all Monte Carlo analysts,
Having found and understood the outstanding discrepancy between the
reported energy scales for the tagger hodoscope and the microscope, I have
updated the energy tables in ccdb for the microscope. It should not report
energy values for microscope tags that are consistent with tags from the
hodoscope in their region of overlap. Unfortunately, this does not get rid
of the gap in tagger acceptance at the low end of the microscope.
If you are analyzing MC data that were generated using the old ccdb maps,
this change may throw you off. I suggest that you either run the analysis
on an old (pre-11-24-2015) ccdb or else resimulate your sample if you are
concerned about small energy shifts. The size of the energy shift from the
old to the new tables is on the order of 0.0075% which you may not care
about for most studies. If you notice it, this is where it is coming from.
