[Halld-tagger] PS energy table in ccdb

Hi,

I am going to implement the table with the PS energy calibration
shortly (today or tomorrow). The scale will not be final but will
for sure be better than that we are using now.  I will need to 
revisit the PS/PSC reconstruction  according to the version
which I am using now (this will require a few days).
