[Halld-tagger] some derivatives for full-energy electron beam to dump

Alexandre (and anyone else who is interested),

Here are some derivatives, with and without quad, for transport of 12 GeV
electrons from the goniometer to positions 4,6,8 and 10 meters downstream
of the dipole exit edge toward the dump.  I don't know the position of the
beam dump BPM, but it should be somewhere in this range.
