[Halld-tagger] draft schedule of talks during beamline session for the May collab. mtg.

Dear Colleagues,

Based on our discussions today, I have created a draft agenda for the
beamline session at the May meeting. The talks all have tentative authors
assigned except the last one, which is a catch-all that contains the plans
for the TPOL and TAGM upgrades, together with any other work planned over
the summer. It should also have a slide showing the instrumentation papers
that are in the works for each of the beamline-related systems. That talk
will be a collection of slides from multiple sources, so if there is anyone
who would like to serve as presenter for that part let me know.
