[Halld-tagger] photon beamline working group

Dear Colleagues,

I put the promised addendum to my slides on rho analysis to the webpage.

A major shift (up to 20 degrees) can be observed in the phase for 0 
degree polarization at very low energies.

For 90 degrees, where we see a significant polarization at 6GeV, the 
change in the phase is not that strong, but still significant.
