[Halld-tagger] TPOL analysis update (Spring 2017 data)

I have updated my slides with the latest preliminary TPOL results for this run.
This includes an average result for the equivalent of 36-full-length runs in the range [30690,31034], and a comparison of the results for the different diamond-orientation settings.
