[Halld-tagger] Revised TAGH energy overlaps note

I have posted a revised version (dated May 8) of today's BLTWG presentation
with Monte Carlo results including beam ellipse -- not very different --
and some references to my previous work.
Also added a comment to slide 4 that I forgot to make explicit today:  that
the large overlaps for counters < 127 occur where adjacent counters are in
different plates.

Also posted a text file with overlap fractions by counter.
