[Halld-tagger] coherent brem simulated scan

Hi All,
I probably won't make Monday's call. So I decided to post this in advance:
I've set up some code to do simulated scans and label the vectors in the 
hope it can shed light on some of the unexplained results shown in 
recent meetings.

The idea is use the results of the scan to select some settings which 
Richard could then simulate more rigorously and Peter could analyse in 
Glasgow. Eg step 245 or step 315.

More scans can be generated as required, since a framework is set up now.
