[Halld-tagger] photon beam working group

Sasha,

We went over this at the end of the last meeting. Here were the conclusions.

   1. January 1 was a holiday, so we rescheduled to Jan. 8
   2. Monday mornings at 11:30 are free on the calendar for the off-weeks
   between Beamline meetings, so we can shift permanently by 1 week without
   displacing anyone else.
