[Halld-tagger] Rho beam asymmetry from 2017-01 REST ver03

Dear Richard,

I attached the results of the rho polarization analysis of the latest 
full 2017-01 REST production to this mail.

Besides a plot of the fitted Psigma per run, I provide a tree with fit 
parameters, run numbers and a leaf for the orientation which is 
0/45/90/135 or -777 for the amorphous runs.
