[Halld-tagger] move of Photon Beam Group mtg from Monday to Wednesday

Dear colleagues,

I have not heard any strong objections to moving this week's Photon Beam
Group mtg from Monday 4/14 to Wednesday 4/16 at the same time, 11:30 EDT.
Alexandre has a conflict for the Wednesday 11:30 time slot, but he has
offered to book a room at Jlab for the meeting. I will post a draft agenda
at the usual place on the wiki within the next couple of days, and send
around another reminder prior to the meeting time.
