[Halld-tagger] Beamline section for GlueX NIM article

Dear beamline group,

As presented and discussed in this morning's meeting, a copy of the 
current draft of the beamline section for inclusion in the GlueX NIM 
article is now open to comments from the working group. It can be found 
on the DocDB;

The pages are grabbed from the full draft pdf, so please ignore the lead 
in from the previous section, in other words, anything not numbered 
under section 2.  Some additional guiding notes follow;

1) I'm still working on the introduction to the section, which is mostly 
from the TCR and may be too detailed or repetitive when considered 
alongside the Hall D overview section.

2) The target subsection is currently a direct reproduction of the TCR, 
and has been left untouched until it is decided whether it best belongs 
in this section on the beamline, or should move to join the start 
counter in the detector section.  This decision is deferred to the 
editorial committee of the full paper.

3) All numerical values should be checked and updated to reflect what 
was achieved in GlueX-I

It is hoped a first draft of the full paper can be ready next week, and 
considered before the upcoming collaboration meeting. As we are still at 
the draft stage, comments and suggestions are welcome up to, and beyond, 
that timescale.
