[Halld-tagger] TAC run setup procedure

Hi All,

A topic for the next beam-line meeting.

Mike McCaughan sent this MCC operator procedure for setting up the beam for our TAC runs.  We should look at this procedure and propose changes if any are necessary.  Once we are happy with it, when we next do a TAC run we should follow the procedure along with the operator to make sure that everyone is on the same page.
