[Halld-tagger] [EXTERNAL] biweekly photon beam wg meeting today

This is a reminder of our regular biweekly photon beam working group
meeting today at 1:30 EDT. I have posted a draft agenda in the usual place
on the wiki, linked below. Please update as needed. I have added a
discussion of the various software tools I have developed for calculating
polarized photon beam properties under various conditions. A number of
conversations have taken place recently which required me to review these
tools, so I thought it would be useful to share with you.
