[Halld-tagger] [New Logentry] First look at beam polarization from rho decays for Summer 2020

I used monitoring launch 2019-11 ver18, which includes the first two batches of the summer run. The statistical uncertainties are large as only 2 files were processed per run, but all orientation assignments in RCDB seem to be correct. I can neither observe systematic differences between the orientations, nor a decrease of the polarization over time.
