[Halld-tracking-hw] Summary of BCAL readout tests

Hello everyone,

I placed GlueX-doc-1387 on the portal which summarizes the electrical 
qualification tests for the Hamamatsu and the SensL SiPM arrays.

According to my tests, the SensL units do not meet the specifications 
provided to the vendors. Specifically the pulse width is too long and 
about 2.4 times longer than the specification. The Hamamatsu units meet 
all the electrical specifications. Carl Zorn will perform the optical 
tests to complete the qualification tests.
