[Halld-tracking-hw] FDC test plan

Hi Beni,

I took a quick look at your note and here are some observations:

a. the operating voltages should be +1800V to +2200V and -500V.
b. the anode wires are AC coupled to the preamps; the cathode strips are 
DC coupled to the preamps.

Regarding the readout, we won't have anything close to those numbers. In 
order to keep the readout as close as possible to the final 
configuration, we will have two (2) shaper boards (I will modify the 
high gain one to low gain). Therefore, we will have 16 channels each of 
anodes and cathodes. We need to discuss and modify the testing plans 
accordingly.
