[Halld-tracking-hw] CDC meeting

Hi All,

We had a very productive meeting today. Thanks for all those 
contributing. The follwing items were discussed and decisions made;

* All agreed to pursue Hall B straight crimp pins. 200 micron hole, 12mm 
long, 1.47mm OD
* 3700 ea aluminum donuts and feedthru's received at JLAB
* Will pursue threaded insert to compress o-ring to wire for sealing
* Lamina 300A alum on Mylar tubes passed radiation test. Will pursue 
procuring these straws.
* Decided to have endplates shipped to JLAB fist for spot check
* Fernando will ship some new preamp cards to CMU in January
* Latest HV board connection layout accepted by all
