[Halld-tracking-hw] Report on the new preamp ASIC and Card- GlueX-note-1364

Hello everyone,

I am happy to report that the new ASIC (GAS-II) and the 24-ch preamp 
card (GPC-II) perform to specifications. I have placed a test report 
(GlueX-doc-1364) on the portal describing the test results. A detailed 
report, with fabrication process statistics on the ASIC, will be 
available soon from Mitch.

I am now in the process of procuring enough preamp cards (<40) for 
detailed studies with the CDC and the FDC full scale prototypes and with 
the upcoming fADC125. Depending on these tests, I plan to move the ASIC 
into production (~3000) by the middle of 2010.
