[Halld-tracking-hw] CDC layouts - grounding stud

Hi Tim,
	This looks quite reasonable as a grounding scheme - of course with the 
caveat that care (possibly involving careful cleaning and use of 
conductive epoxy on all the thread joints, or at least the three "inner" 
ones, perhaps not the screw) may be needed to ensure a solid ground 
connection. I still am of the opinion that conductive plating/finish 
should be considered for all aluminum parts.
	Also, I still don't quite see why we should not prefer the cables to be 
soldered to through holes in the little circuit board there. (I imagine 
this with cables coming from below, going perpendicularly into the 
board.) But it's just an assembly choice, the connections can be nearly 
as short and certainly as reliable with this design so if it is better 
for some assembly reason that I don't understand, I am fine with it.
