[Halld-tracking-hw] Note on half-cell offset studies

Hi, everyone.

I've put a brief draft on the portal as  GlueX-doc-1323-v1 describing my 
studies of the effect of putting in
the wire-position staggering.    The bottom line:  there is no obvious 
benefit to the half-cell offset/staggering,
so it is not recommended for the FDC design.
