[Halld-tracking-hw] CDC prototype noise studies

Hi Naomi and Yves,

I placed GlueX-doc-1570 on the portal comparing the dynamic range of the 
preamp with a modified HVB to that with a standard HVB. The dynamic 
range has been almost doubled. Please test with the prototype CDC and 
let me know if this works.

You should receive the modified HVB today (FedEx 798953346213
