[Halld-tracking-hw] straw lengths

Hi Curtis,

I do not understand the stereo straw length changes. Previously in your 
preliminary procedures you had a cut stereo straw length of 59.280. 
Slava suggested 59.245 so the straws would fit everywhere with about a 
1mm gap (plus effect from variation in angle).
The numbers below are about 4mm shorter than you previously said you 
would use. Are these numbers below correct? Please verify.
