[Halld-tracking-hw] straw lengths

Hi Curtis,

SS for the nipple is fine.

If you can check the length of all the stereo straw layers now, that 
would be helpful. Slava's 3D model shows that 59.240 (as Gary measured 
on the first stereo row) will work for all layers. There may be up to a 
mm gap on both ends at some layers. This should not cause any problems.
