[Halld-tracking-hw] FDC meeting minutes posted

Hi Lubomir,
	Small correction to the minutes, the auto-load of firmware for the ADC125 from 
the on-board flash memory is _not_ yet included in this release of firmware. 
This is the next thing on my list. I've just returned from my vacation and will 
try to take care of it soon. In the meanwhile, download is needed as before but 
using the latest files (which Bryan and Fernando should have).
