[Halld-tracking-hw] Tension measurement system

Hi Naomi,

At the tracking meeting today you informed us about the wire tension 
measurements you were doing using some Hall B equipment.
We have to develop such a system for the FDC production and people from 
UVA wanted to work on this. I think it will be much better to copy the 
system you have,  adapting it for the FDC production. I already discussed 
this with UVA (Nilanga) and he thinks it is a good idea.

Do you have any description of the system, or do you know who can give us 
more detailed information?
Also, I would like to ask you to keep us informed about the progress with 
the system and especially if you see any problems using it.
