[Halld-tracking-hw] Tension measurement system

Hi Lubmir -

     I was trying to find the document on how this is done. It was 
developed for the Hall-B
region 1 chamber where it worked very well. The other person to get 
ahold of is Mac Mestayer
in Hall B . He is developing a new procedure for the CLAS-12 chambers 
and probably has
a lot of information. The document for the system we are using is on the
