[Halld-tracking-hw] Tension measurement system

Hi

What we are doing now is described briefly here

and also in Roth & Schumacher NIM 369(1996)215-221 which I have attached 
(if the pdf falls off, it was on www.sciencedirect.com).
We had the equipment here already, and of course Reinhard Schumacher is 
also here and has been able to help us with it, so this is going quite well.

There is also another method which Curtis learned about fairly recently 
from Mac Mestayer, it involves sending a square pulse down the wire and 
taking a fourier transform of the response to extract the fundamental, I 
have attached an email which  contains the details.
