[Halld-tracking-hw] straws

I just called Patrick Hester (Lamina) about the high resistance straws, he
agreed that the Al coating must be thinner.  All the straws they have made
so far have come from one batch (2 rolls) from their supplier, so there is
a huge variation within that one batch.  Patrick asked us to send him a
sample of the bad straws and keep a tally of how many we find that are
bad, as he has to take it up with his supplier.  He will also look for a
new supplier.  And... he will try to stop the next shipment of straws from
leaving the factory (if it has not already gone) so that they can re-open
it and check the contents.  Usually they check for continuity but not
resistance.
We'll get the sample in the mail today.
