[Halld-tracking-hw] Straw tubes

I have been told by the vendor that the material (aluminized mylar) for 
the remaining straws has been shipped and should arrive today. I 
received a sample of the material and the resistance is about 0.6 ohms 
per square (spec says max 1 ohm/square).
