[Halld-tracking-hw] FDC meeting minutes posted

Hi Beni, Lubomir,

I have a few comments regarding the latest rumors and the minutes:

1. The fADC125 prototypes (3) are undergoing tests and they will not be 
released until they are thoroughly tested and Cody, Gerard and I review 
the results. There is quite a lot of work ahead, including firmware 
updates to these new boards and the test algorithms are finalized.

2. Aluminum foil is not permitted.

3. Proper grounding of the FDC requires, at a minimum, good connections 
between a wire plane and its two adjacent cathodes planes due to gas 
ionization (see GlueX notes on the subject). Please do not solder 
anything to the gold surfaces on the wire planes at this time. I plan to 
spend time next week working on the FDC grounding with Chris to get this 
issue settled. I will meet with Beni to get a baseline measurement 
before starting.
