[Halld-tracking-hw] FDC update

Dear all,

Since we didn't have a meeting this week and the next one will be next 
year, I wanted to give you an update on the FDC activities.

Instead I decided to attach a picture of the three completed packages, two 
of them mounted on the installation cart. From front to back:

- first is the fourth package: today the grounding was finished, next week 
the cooling tubes will be installed and the HV wiring done as well; so we 
will have it ready before Christmas.

- second is the first package, waiting for testing at JLab.

- third is the third package, already tested at JLab.

What you don't see on the picture is the second package which is on the 
mounting table. Yesterday we finished the installation of the first three 
cells and closed the package.
