[Halld-tracking-hw] CDC tests - Ready for Installation

Dear trackies,

The CDC has now been tested with all the electronics, on-detector HV 
distribution cabling and LV cabling and in its final configuration. I 
placed GlueX-doc-2377 on the portal (also attached for those w/o access) 
which summarizes our pre-installation tests. Very nice!

Special thanks to Nick Sandoval and Michael Klopf for the installation 
of the electronics, cabling, tests and all the fine touches that 
complete the CDC. The CDC is now ready for installation in the hall but 
Beni will first perform additional tests with the fADC125s.
