[Halld-tracking-hw] FDC meeting minutes posted

Hi Lubomir,

The meeting minutes make several erroneous statements under Engineering 
regarding grounding of the packages. Please refer to my grounding 
document and do not deviate from that plan: grounding of the packages is 
not just for safety as it is an integral part of system.
