[Halld-tracking-hw] CDC dE/dx

This has some delta dE/dx plots added, and also the separation value that Nacer used, and a peak:valley ratio which is simply the average peak height/valley height.  The separation value is useful for dE/dx but we should probably ignore it on the delta dE/dx plots as I don't think it is relevant for those.  I am still working on Sean's suggestions of changing the truncation to 20% and looking at high & low current runs.
