[Halld-tracking-hw] Constant pedestal CDC dE/dx

Hi,

just to settle this question, attached are some plots of CDC dE/dx assuming constant pedestal.  Comparing this to the usual method (using the pedestal from just before the pulse), separation is worse at low rates, slightly better at high rates.
