[Halld-trigger] [New Logentry] L3 testing with beam

Tested L3 infrastructure under beam conditions.

50um diamond, 5mm collimator, 200nA, 500nA

- Issues with CODA caused ER to give error: "DataChannelFileout: ROC_RAW type of event must come after go event (client msg)"

- Modified CODA DataChannelImplFile.java to not throw exception in this condition to allow study to continue

- Data rate limited to 10kHz due to FCAL10. Removed and saved as new configuration hd_all.L3.tsg_noFC10

- Run 22092 ~14kHz. Rate turned out to be limited by number of EVIO parsing threads

- Run 22095 ~60kHz ~1GB/s ~70% livetime. Essentially same as without L3 farm

- Run 22096 Set to randomly throw away 50% of events. No change in event rate or livetime but output data rate about 1/3 of input rate

- Run 22097 Set beam current to 500nA. Keep all events. Output data rate suspiciously lower than input. Expect it to be a little lower due to dropping of redundant headers and filler words, but not this much. Further investigation is needed.
