[Halld] [Revised Logentry] Powered Off all detectors and most electronics

Elton and I powered off (or confirmed were powered off) the following detectors:

- Active Target (via telnet d2-8-top 1527, user/pass=admin/admin)
- BCAL (LV, bias)
- CDC (HV, LV)
- FDC (HV, LV)
- PS, PSC
- FCAL 
- TAGM
- TAGH
- TOF
- ST (Bias, LV)

We also turned off (nearly) all VME crates, HV supplies, LV supplies, and Bias supplies in both Hall-D and the Tagger building. Items we did NOT turn off:

- IOCHDMAG crates
- FCAL canbus devices

Other items checked:

- Collimator in blocked position
- Radiator retracted
- PS convertor retracted
