[Halld] Hall D Governance for Electronics and Electrical Equipment

Hi all,

GlueX-doc-2591 is now available on the portal (and attached for your 
convenience). This document follows what I presented during the recent 
collaboration meeting for managing any installation, modification, 
upgrading of any electronics and electrical equipment in the Hall D 
Complex (Hall D and Hall D Tagger buildings). Thanks for your feedback
