[Halld] Commissioning status - restart on Saturday

The accelerator is recovering. The current plan is to start locking
the halls after 15:00 and run the electron beam during the swing and
night shifts into the tagger hall. We may be able to start our photon
beam operations at 8:00 Saturday.

The appropriate shift crew should come by 8:00 on Saturday, Nov 1.

A few technical details:

The accelerator has two problems with one of the cryomodules in the
South linac: a stuck JT valve and a poor insulation vacuum. They
disconnected this module and will run without it. The current plan is
to keep the same energy per pass. In order to keep the energy they
increased the gradient in the remaining cavities, potentially
increasing the trip rate. They already tried to run without a beam -
the trip rate looked acceptable. Repairing of the cryomodule will have
a lower priority.
