[Halld] Update on commissioning

Dear collaborators,

Yesterday, accelerator finished our beam set-up and send beam in the tagger. We are now establishing the photon beam in Hall D. The beam is on and off but the radiation levels look good, which indicates that the beam tune is good. 

So it seems we are now starting our spring commissioning!
