[Halld] Run preparation meetings

Dear collaborators,

The accelerator is getting closer to delivering us beam. Consequently, we will now have biweekly run preparation meetings instead of the weekly meeting held on Wednesdays. We will continue to meet at 8:45am, unless the time is inconvenient for too many of us. Please let me know what days you cannot meet and your preferred days. 

One of the meetings will be short, to overview the status of the subsystems. The other will be more detailed: we will go into specific aspects of the subsystems relevant to our readiness.
