[Halld] offline monitoring, 2-track skim EVIO, and REST results

Dear collaborators,

As was reported at the calibration meeting, results from
running the online plugins are now becoming available online.

We ran over all files taken in the fall (~7000 total).
The version shown in the web pages is ver08.

For those interested in the 2-track skim results, the evio files

We also ran REST on all events just to see what would be produced.
These files are in
/volatile/halld/RunPeriod-2014-10/offline_monitoring/2015-01-09/REST/

We plan on doing a launch bi-weekly on Fridays over the fall runs
until the start of the spring run. We will create only the REST files
to push the migration toward REST-based analyses. Feedback on the
usefulness of the EVIO or REST files would be greatly appreciated.
