[Halld] Results of the Solenoid Review

On Jul 14 a Review, organized by the Physics division, reviewed our
report on the Solenoid operations, including the results of the studies
of the May 2015 quench and the proposed path forward. The closeout
summary along with all the presented material can be found in the
Review section of the Hall D WWW pages. The final report is due in a
month.

A brief summary:

a) No obvious cause of the quenches has been identified. The current
suspect is the heat load on the Helium vessels which may produce a
cryo-unstable region.

b) Reviewers suggested to install additional instrumentation, as
acoustic sensors which may help to understand the magnet better.

c) The Review supported our plans for the next tests, namely the plan
to try again to run at 1300A.
