[Halld] Shifts cancelled until 8am Monday 3/23

Dear Collaborators,

 Despite the heroic effort of the accelerator folks, we were unable to establish beam of sufficient quality to 
begin our commissioning program this evening. They have exhausted all current options and will address
the matching tomorrow in order to try and get us a cleaner beam. Therefore, all shifts are cancelled until 8am
on Monday morning. Shift workers between now and then have already been notified.
