[Halld] run planning meeting on Thursday--shifts canceled through Monday

Folks,

The estimate for accelerator restoration has been pushed to Wednesday of 
next week. Accordingly all shifts are canceled through Monday, March 21. 
Tuesday and Wednesday shifts (March 22 and 23) are on standby.

Let's have our regularly scheduled run planning meeting tomorrow, Thu. 
March 17, at 8:45 am in the counting house.
