[Halld] Update on operations. Today's swing shift is now on standby

Dear Collaborators,

The tuning of the machine eventually proved more difficult than yesterday's progress suggested. The 5.5 pass to Hall D and 5 pass to Hall A is not achieved yet. However, accelerator can still go on with commissioning the RF separator today, as planned. They will finalize the tuning once the RF separation commissioning is done. A consequence is that there is little chance to see a usable beam in Hall D today. 

So:

 *Shifts are on standby until midnight tonight. 
 *Regular shifts start tomorrow (Friday) at 0:00 (owl). I will send an update later today to either confirm this status or downgrade the owl shift to standby.
