[Halld] Coordination of the requests to the RadCon group

There is a new rule concerning requests to the RadCon group to perform
particular calculations - such requests must be coordinated for each
hall. Alexandre Deur will be the coordinator for Hall-D-related
requests.

The priorities are: a) Calculations needed for the scheduled
experiments; b) for approved experiments; c) for LOIs etc.  Since the
RadCon group is quite busy, they will unlikely have any time for c).
People are encouraged to perform such calculations themselves. It
should be straightforward for the electromagnetic radiation (any GEANT
would work), but might be tricky for the neutron radiation.
