[Halld] Notes concerning the coming run

a) The Yellow Binder with safety documentation for the Spring 2017 run
is in the counting house. People taking part in the run should sign a
special sheet there.

b) It occurred that the Emergency Button in Hall D was pressed
sometime between the end of December and mid-January. The MCC did not
know that and had problems with changing the Hall status.  This button
has to be pulled back in order to restore the regular conditions. Let
me remind the rules:

- Emergency Exit buttons located by the doors (see the attached photo)
   are used for emergencies only (it you are unable to open the door
   from inside in the regular ways - swiping the badge, calling the MCC
   etc);

- If you pressed the button you have to report that to Work
   Coordinator (Tom Carstens) and to the MCC.
